WHAT IS RTI?

HISTORY OF RTI

  • The Right To Information gained power when Universal Declaration of Human Rights was adopted in 1948.
  • It provided everyone the right to seek, receive, information and ideas through any media and regardless of frontiers.
  • According to the International covenant on civil and political rights 1966 everyone have the right to freedom of expression , the freedom to seek and impart information and ideas of all kinds.
  • Origin of RTI act can be traced in a supreme court judgment in 1986 Mr.Kulwal vs Jaipur Municipal corporation case . It said that under article 19 freedom of speech and expression is provided by which Constitution implies right to information. With out right to information freedom of speech and expression can't be fully used by the citizens.

OBJECTIVES

  2. For promoting transparency and accountability.
  3. To tackle corruption.
  4. For enhancing people's participation in democratic process.

IMPORTANCE

  • The RTI act did not create a new bureaucracy for implementing the law. It tasked and mandated officials in every office to change their attitude.
  • Access to information can empower the poor and the weaker sections of society.
  • RTI is the main path to good governance , by ensuring accountability and transparency in governance.
  • It also improves the services in public offices .
  • Improves decision making and efficiency of public authority.

ISSUES

  • RTI do not have adequate authorities to enforce RTI Act.
  • Compliance cannot be secured.
  • Poor record keeping.
  • Lack of adequate infrastructure.
  • Lack of staff..
  • Dilution of supplementary laws like the whistleblowers protection act.
