FSDC 30th meeting: what was decided
- What happened: the 30th meeting of the Financial Stability and Development Council (FSDC), chaired by Union Finance Minister Nirmala Sitharaman, was held in New Delhi on 23 October 2026.
- Main theme: a review of macro-financial stability and India's preparedness, with the Council stressing heightened vigilance and proactive measures against emerging risks.
Key discussion areas
- Global risks: the Council took note of geopolitical uncertainties, the AI boom and the steep rise in global bond yields, and called for proactive mitigation with adequate safeguards for the financial system's resilience.
- Fintech and tokenisation: measures to promote innovation in the fintech sector and to explore tokenisation of financial assets and other real-world assets.
- Cyber security: the Council reviewed the financial sector's cyber resilience and took note of the Financial Sector Cyber Security Strategy (FSCSS) formulated by an Inter-Ministerial Group of financial regulators and cybersecurity agencies with DEA, DFS and MeitY. Protection of Critical Information Infrastructure and the cybersecurity preparedness of Regional Rural Banks (RRBs) were also discussed.
- Investment and budget follow-through: strengthening the domestic investment ecosystem including GIFT-IFSC; simpler, digital KYC and onboarding for NRIs and FPIs; scaling up digital public infrastructure such as Account Aggregator and the Unified Lending Interface (ULI) for MSMEs; lowering intermediation costs and rationalising Credit Guarantee Schemes.
- Unclaimed assets: the Finance Minister urged regulators to speed up refunds of unclaimed bank deposits, dividends, shares, post office accounts, insurance and pension funds, and noted the district-level "Your Money, Your Right" campaign.
- More frequent meetings: given global uncertainty, the Finance Minister asked the Council to meet more often on a predefined schedule.
Who attended
RBI Governor Sanjay Malhotra; Secretaries of Economic Affairs, Financial Services, Revenue, MeitY and Corporate Affairs; Chief Economic Adviser V. Exam angle
The FSDC is an apex council for financial stability and inter-regulatory coordination, constituted by a Government of India notification in December 2010 - it is not a body created by an Act of Parliament. The Union Finance Minister chairs it; its members include the RBI Governor and the heads of the financial sector regulators (SEBI, IRDAI, PFRDA, IBBI, IFSCA), the finance ministry secretaries and the Chief Economic Adviser. Its Sub-Committee is chaired by the RBI Governor, and RBI's Financial Stability Department is its secretariat. For Mains, link this meeting to financial stability risks (global bond yields, AI-driven markets), cyber resilience of critical financial infrastructure, and India's digital public infrastructure push.
