Background
IDBI Bank was placed under RBI's Prompt Corrective Action framework on 5 May 2017 because of non-performing assets and losses. The RBI lifted the restrictions on 10 March 2021 after its health improved. The Preliminary Information Memorandum inviting Expressions of Interest was issued on 7 October 2022.
How the sale was run
- Two-stage competitive bidding.
- Only parties found "Fit and Proper" by the RBI and cleared by the Ministry of Home Affairs could bid.
- Five parties showed interest, four qualified, two submitted bids.
- Decisions were taken through the Inter-Ministerial Group, the Core Group of Secretaries on Disinvestment and the Alternative Mechanism (an empowered Group of Cabinet Ministers).
- Initial bids in 2025-26 fell short of the reserve price. Sealed best-offer bids were invited in 2026-27.
What happens next
The buyer must present its credentials to the RBI under the Fit and Proper assessment and submit a roadmap for regulatory compliance. PIB describes this as the largest FDI in the financial sector so far, once completed. The CCEA has also delegated powers to the Alternative Mechanism to sell the GoI's residual 15% through the open market.
