Exam trap: The PIB release uses two different thresholds: technical appraisal for projects costing Rs 500 crore or more, and monitoring for projects above Rs 500 crore. It also says financial appraisal will continue through the existing financial appraisal mechanisms. Do not describe ITLA as replacing those mechanisms.

What will ITLA do?

1. Build a long-term transport plan

ITLA will prepare a National Transport Master Plan with a horizon of ten years or more. It will also evaluate shorter sectoral plans, of around five years, and annual plans of transport ministries for consistency with that master plan.

The intended shift is from looking at one transport mode at a time to planning how the modes work together. A railway connection, port access road and logistics facility should be considered as parts of a network rather than isolated projects.

2. Appraise and monitor major infrastructure

The authority will undertake technical appraisal of Government of India infrastructure projects costing Rs 500 crore or more. Financial appraisal stays with the existing mechanisms.

For transport and infrastructure projects above Rs 500 crore, ITLA will monitor implementation, provide a coordinated mechanism for solving issues and undertake post-implementation impact assessment. 3. Bring transport data together

The proposed NTDR will obtain relevant datasets from multiple sources, including GSTN e-way bills, FASTag, Vahan, GPS-based systems and urban traffic management systems.
