National Social Security Board for Unorganised, Gig and Platform Workers Notified Under Labour Codes

The Ministry of Labour and Employment on 30 October 2026 notified the constitution of the National Social Security Board for Unorganised Workers and Gig and Platform Workers, the Press Information Bureau announced.

Notified under the Code on Social Security, 2020, the Board is the standing national body for the welfare of unorganised workers, gig workers and platform workers.

Freshness note: this post covers the 30 October 2026 notification reported in the Ministry of Labour and Employment's official PIB release. It is a polity and social-justice current-affairs update, not a recruitment item.

What the government notified

  • The official constitution of the National Social Security Board for Unorganised Workers and Gig and Platform Workers, under the Code on Social Security, 2020.
  • The Board will be presided over by the Union Minister for Labour and Employment.
  • Membership spans Central and State Governments, prominent aggregator companies, employers, civil society organisations, workers' unions and gig and platform associations.
  • The Board must meet at least thrice a year and follow the Central Government's prescribed rules of procedure.

What the Board will do

  • Recommend suitable schemes to the Central Government for different sections of unorganised workers, gig workers and platform workers.
  • Advise the Central Government on matters arising out of the administration of the Code referred to it.
  • Monitor centrally administered social welfare schemes for these workers, review state-level record keeping, and review expenditure from the fund and account.

Why it matters for exams

  • The Code on Social Security, 2020 is one of the four labour codes that consolidated 29 central labour laws; the Code gave statutory recognition to gig workers and platform workers for the first time. The notification constitutes the Board; it does not by itself establish any entitlement or payment - schemes under the Code are framed and notified separately by the Central Government.
  • A notified, chaired Board moves gig-worker welfare from enabling law to standing machinery - a classic prelims and mains (GS-II: welfare schemes, GS-III: inclusive growth) hook.
  • India's gig workforce is projected to run into crores of workers; scheme design, funding (aggregator contributions) and portability are the live policy questions this Board will shape.

UPSC prelims pointers

  • Body: the National Social Security Board is constituted under Section 6 of the Code on Social Security, 2020; its statutory functions expressly cover unorganised workers, gig workers and platform workers.
  • Chair: Union Minister for Labour and Employment; meets at least thrice a year.
  • Mandate: recommend, advise, monitor schemes; review state record-keeping and fund expenditure.
